CADRE has established a large network of experts from the gambling industry, mainly with legal background, to serve as adjudicators in cases where the CADRE adjudication staff cannot reach a solution. 

Such instances  could occur due to a number of special circumstances.

These include if there is the risk of conflict of interest, the requirement of special legal or technical skills and involvement of foreign jurisdictions.

The Board of Adjudicators also provides CADRE with strategic advice on ongoing legal developments and new trends in the industry.
